REGISTRAR

The position of Registrar of the University of Blantyre Synod will fall vacant soon. Applications are therefore invited from suitably qualified candidates for the position.

THE UNIVERSITY

UBS was established in 2016 and registered by the Government of Malawi through the National Council for Higher Education on 2nd November 2017 and opened on 16th January 2018. The university is offering Masters degree in Theology, Bachelors’ degree in Marketing, Business Management, Accountancy and Finance and Theology.

THE POSITION

To give UBS a dynamic and strategic leadership, the University Council invites applications from suitably qualified and experienced persons with excellent credentials to fill the position of the Registrar. The Registrar is the Chief Administrative Officer of the University and is responsible for:

  1. Managerial Responsibilities
  2. Ensure effective coordination and implementation of University policies.
  3. Formulate departmental strategic plan in order to ensure that the objectives of the department are met.
  • Ensure that the effective administration systems are in place and in line with University policies and procedures according to best practices.
  1. Develop and control of the departmental budget to ensure proper utilization of resources.
  2. Provide professional advice to University Council and Management to aid in decision making.
  3. Drafting of key Human Resource policy documents
  • Oversee proper keeping and custodianships of all staff records.
  • Oversee proper keeping and custodianships of the department’s records to ensure policy documents are well preserved.
  1. Operational Responsibilities:
  2. Prepare University management meeting minutes so that management decisions are well preserved for future reference.
  3. Prepare Council meeting minutes so that policy documents and decisions taken are well preserved for future reference.
  • Approve staff claims for the entire University for accountability and fairness.
  1. Prepare and execute staff disciplinary matters to enhance good code of conduct among staff members.
  2. Facilitate staff appraisals in order to recommend awards and access training needs.
  3. Oversee departmental meetings in order to ensure that the agenda is maintained.
  • Approve staff leaves such as compassionate, annual, study leave upon recommendation by the respective heads of departments and verification at the Central registry to ensure that employees apply for their leave days as appropriate and ensure that they report back on time.
  1. Financial Responsibilities
  2. Preparation of departmental budget.
  3. Approval of staff payroll.
  • Control and approval of staff claims
  1. Approval of statutory deductions
  2. Approval of casual payments.

QUALIFICATIONS

Candidate must be holder of a Masters degree in Social Sciences preferably in Human Resource Management or related field with over 5 years work experience, preferably in a University setting; Must have served as Deputy Registrar Administration for a minimum of 3 years, preferably in a University setting or similar position in related institutions; Should be conversant with modern management techniques including Information Technology as relates to Human Resource Management; Be familiar with all matters in human resource, planning and finance as applicable in a University setting; Manifest ability and leadership skills to effectively co-ordinate the administrative functions of University and have a demonstrated evidence of good interpersonal relations, communication and negotiation skills

THE CANDIDATE

The candidate shall be a person of rounded character and personality with excellent interpersonal relations. He/She must be able to instill confidence in others and command the loyalty and respect of people.  He/She must fully understand the complexity of a University system and be capable of bringing out the best in the subordinates. Candidates must be Information and Communication Technology (ICT) compliant and be a good team player. He/She must be of pleasant disposition, high integrity and strong moral character so as to inspire and maintain discipline among staff and students.

RESOURCE MOBILISATION OFFICER

Reporting to the Deputy Vice Chancellor, the Resource Mobilisation Officer will lead in the implementation of University’s strategy for creating new and maintaining old business with public and private sector donors aiming at raising resources for the fast-growing University.

Key Responsibilities

  • Design business plan for resource mobilization.
  • Lead the development and implementation of activities, products and services for income generation for UBS
  • Develop proposals for fund-raising.
  • Create key partners and stakeholder’s communication database.
  • Manage relationships with key donors and stakeholders.
  • Work with UBS Administration and other relevant departments to develop communication strategies and materials for resource mobilization and marketing the University.
  • Conduct perception and customer needs research.
  • Provide advice to University management for establishment of collaboration networks and partnerships.

Qualification

  • Master’s degree in Business Administration or related fields.
  • A minimum of 3 years experience working as a resource mobilization officer at a busy organisation.
  • A minimum of 3 years of strategic partnership development experience.

Personal Attributes

  • Demonstrated track record of successful donor cultivation and management.
  • Technical knowledge or exposure to university operations.
  • Able to design proposals.
  • Strong technical writing and grant writing skills.
  • Ability to manage multiple projects simultaneously.
  • Ability to work independently with minimal supervision.
  • Minimum of three years of proven, hands-on working experience in fundraising, resource mobilization and project development preferably in the field of education, with progressive scope of responsibilities
  • Strong analytical skills.
  • Ability to work in teams and cross-functionally.
  • High level of organizational skills.
